Policy Overview

The Chinese government, through the Ministry of Ecology and Environment, released an action plan to tackle methane emissions in a November 2023 statement. The plan addresses the energy, agriculture and waste sectors, intending to strengthen emission monitoring, accounting, reporting and verification systems. The plan also included goals for the reuse of methane emissions, aiming to recycle up to six billion cubic meters of methane released by coal mines by 2025. It called for imposing limits on emissions from coal mines and promoting technologies to detect and repair methane leaks. It also set an aim to reduce flaring from oil and gas production to zero by 2030 and proposed steps to repurpose more than 80% of livestock waste by 2025. The action plan does not specify a definitive methane emissions reduction target.

The action plan was released in November 2023. In January 2024, the Chinese government released a guide that emphasized the works on implementing the methane action plan.
