Nigeria is the first African country to regulate methane emissions from the oil and gas sector as the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) announced a new regulation to reduce emissions from upstream oil and gas activities in November 2022 at COP27. The regulation follows non-regulatory efforts to tackle methane emissions, including declaring a specific methane target for the oil and gas sector in its Nationally Determined Contribution (NDC) update in 2021. The policy guidelines detail leak detection and repair requirements, zero emissions technology standards, and venting and flaring requirements. The policy sets objectives to i) prevent waste of natural resources, ii) protect the environment, iii) achieve Nigeria’s NDC emission reduction targets for the oil and gas sector - including eliminating routine gas flaring by 2030 and reducing methane emissions by 60% by 2030.
Following the release of the Nigerian Upstream Petroleum Regulatory Commission’s (NUPRC) draft guidelines in November 2022, a public consultation took place in Q1 2023. The guidelines were incorporated into new oil and gas industry regulations in May 2023.
